RoadRunner Hijacking Mistyped URLs

So, I mistyped a URL this evening and and discovered that RoadRunner is redirecting unregistered domains to it's own linkfarm.  I am the worst typist in the world so this must be recent.

RoadRunner Redirecting Mistyped Domains
1) Why is Road Runner allowed to advertise to me based on me mistyping a URL?  This would be like the phone company running an advertisement instead of a this number is not in service message when you misdial the phone.

2) It occurs to me that an ISP who does this has little incentive to improve their DNS service (the server that converts the website name we type into the numbers the computers use).  We've moved from the days that DNS propagation took days to now when it takes minutes.

3) It is interesting to my that this is a yahoo search, instead of using using search.aol.com (which uses google).  The left hand doesn't know what the right hand is doing.

4) How long until 402s, 403s, and 404s are hijacked to?

Yes, I know opendns does this as well, but you don't pay for that service and it's in their original ToS.
